This position paper from the Fathers and Families Coalition of America (FFCA) recommends the proposed Fatherhood, Marriage, and Family Innovation (FMFI) funding be managed by a new office in the U.S. Department of Health and Human Services called the Office of Fatherhood-Family Strengthening Assistance that would report directly to the Assistant Secretary. Additional recommendations are made, including: that the funding not go to State agencies but rather be available to community, non-profit and faith-based entities in open competitive grants; the services provided should be limited to those eligible for Temporary Assistance to Needy Families support or for those whose incomes do not exceed 200% of the federal poverty level; a National Capacity Building Assistance program be implemented to assist all funded grantees; training and technical assistance be built on the Head Start Quality Improvement Centers; there be mandated collaborative opportunities for all States; and Fatherhood Program Specialists be encouraged for all States. Additional information is provided on the FFCA, challenges for today's fathers, barriers to father involvement in current social services systems, recommended fatherhood/relationship program requirements, and the FFCA Capacity Building Initiatives.
