This report discusses the outcomes of Connecticut foster youth who have recently aged out of care and discusses the economic environment they face due to their low levels of educational attainment. The authors share research regarding the vulnerability of “emerging adulthood” and the particular barriers to success for foster youth. State and national policies on emerging adulthood, and federal legislation and Connecticut policy concerning older foster youth are discussed. The authors present research implications for child welfare policy impacting older youth and present their recommendations. (Author abstract modified)
