These remarks to the World Congress of Families in 1999 discuss the importance of marriage to the well-being of children. It cites statistics that link out-of-wedlock childbearing and higher rates of infant mortality and note the rise in welfare children placed in foster care, decline in marriage, rise in divorce, and rise in cohabiting couple households. The limitations of government programs in counteracting the deficits that arise when the institutions of marriage and family are not operating effectively are discussed, as well as the differences between providing housing and supporting the home, and between programs that strengthen marriage and family and those which displace them. Strategies for supporting marriage and encouraging work are explained and the importance of family is emphasized.
